The lock lever comes loose after every hour or so and I have to tighten it with a crescent. Does Dixie Chopper have a solution to this problem? I have a 2003 XT3000-60

Try using a nylock nut or loctite on the nut.This should solve your problem.

I feel that this is a weak link in Dixie Chopper mowers. I really like being able to raise the deck with my foot but there needs to be a better system to set the height.

I've never had a problem with the lock lever coming loose, but I do have to use it. My yard is REALLY bumpy and I'll start out on a stripe and finish with the deck 2-3 notches higher than I started because it bounced up enough to catch the next notch in the ratchet. Setting the lock fixes the problem, but it's something to watch out for.
